I consider myself very blessed to have been born and raised in the beautiful State of California. My parents set an example to give back to others and work to make our Community a better place. In honor of my father, I have strived to live my life that way and found true happiness along the way. As a family man, business owner, public servant, and long term volunteer I will continue to work to preserve our high quality of life in Ventura County.
I was born in Los Angeles and raised in Bakersfield, California. I graduated from South Bakersfield High (Student Body President), earned B.A. in Business Administration at University of the Pacific in Stockton (Student Body Senator and Yell Leader). I also earned an A.A. in Mortuary Science at San Francisco College of Mortuary Science (Student Body President) and Doctor of Jurisprudence at San Fernando Valley College of Law (University of LaVerne) (Law Review). I am the founder and former owner of Huber Chapel Mortuary, Simi Valley, which I operated for nine years (1969-1978). I began my law career serving as a Deputy District Attorney prior to going into private practice. I have also served as Superior Court Judge Pro Tem from 1981 to the present. I am married to Deb Holler and have two amazing sons, Todd and Chris.
In addition to serving as the Mayor of Simi Valley for the past seven years I served as a member of the City Council of the City of Simi Valley from 1980-1984. During my prior term as a Council Member I initiated the City’s Fiscal Projection Advisory Committee; the City’s Affordable Housing Committee; the City’s Tree Preservation Ordinance; and the official City Historian position.
In 1989 I was the Community Chair of the successful $35,000,000.00 Simi Unified School District school bond passed by voters. I served as an elected Trustee of the Ventura County Community College District 2004 to 2010 and served two years as Chair of the Board of Trustees. After the Virginia Tech tragedy in 2007, I initiated the College Board to provide an emergency response system for all three Community Colleges to protect the students. The Board of Trustees accepted my suggestion and implemented the “District Wide Emergency Response” system. The VCCCD was the first in the state of all colleges to implement such an emergency program. For taking the lead on creating this innovative system, the VCCCD received a special commendation from the State Chancellor’s office.
I have also served on the Ventura County Human Relations Commission; the City of Simi Valley Industrial Commercial Development Commission; the Ventura County Regional Sanitation District Board of Directors; Ventura County Criminal Justice Planning Board; Chair of Waterworks District No. 8 Board and Chair of the Simi Valley Sanitation District Board; Ventura Council of Governments Board (Chair 2013); Associated Water Agencies Board.
